I bought it in New York City, in the village. I don't remember the name of the store because I was actually just visiting for the day. It was a used cd store though. The only company that is mentioned is Halloween Disco Productions Inc. & it says all rights reserved. I should mention also that the cd is green on the bottom therefore it is probably a cdr.
Those record stores in the Village are a two-edged sword; in 'em you can find myriad wonderful finds, but sadly, a) they "fence" records that are stolen by junkies from apartments raided for stereos and other things, 'cause there are, in fact, junkies out there who know what's valuable and what's not; and b) they take product from unscrupulous small distributors who peddle these bootlegs.
The GOOD thing about your response is that in two days I'll be in NYC and I'll comb St. Mark's place -- home of most of the record stores -- and I'll find the record. I may even get one of 'em to gimme the name of the distributor; unless the guy came around with a station wagon and cases of them (which happens).

Reading this I too have the strong impression that it's a compilation made by somebody and then burned on a stock of CD-r's.
Too bad, but maybe an idea for a record-company to launch a n edition of this kind. The rights on those records should not be so expensive and it'll probably sell well on a small market.
