It could be many things,

-Scent: "Up & down"
-Vanessa: "Up & down"
-Vengaboys: "Up & down"

or Diana Ross: "Upside down"?

If it's from the late 70s, early 80s, the artist could be Wonder.

The vocal on Up & Down was a male voice possibly with a french accent, I am pretty there was a lot of blue on the sleeve and label. It was from the early eighties maybe?part of the verse
"nobody's calling to talk to me..I have no friends no company"
