I used to hear this song at the Red Zone. David Morales was the DJ. I'm thinking it's lates eighties, around the time of "Been around the world" and the group "Soul II Soul", maybe a reggae, the singer is a woman and it's on the slow side. Some of the lyrics are
"I could be good as the best, and as bad as the rest (maybe worst?), so don't test me........."

Are you sure it's a female on vocal. Because two male ragga artists did songs called 'Don't test' at about the time period you mention. One was Junior Tucker (1989), the other Supercat (1992).
Yes, I'm positive the voice was female. I have a mix on cassette. David usually mixed it with "One Blood". I'm going to see if I can get a clip up and see if someone can help figure it out. A response from "sense" suggested that it might be from Shabba Ranks and I just heard a 30 second clip from "Deadly Dragon Sounds.com" that suggests that might be correct. However, I remember it being more of a smooth sound. Maybe there is a dj's mix somewhere out there?
