A lot of rather jazzy disco funk were made by japanese artists in the early 80s. Whether those were actually living in Japan, I don't know.
for instance:
Yasuko Agawe - L.A. Nights
Casiopea - "The Soundography" and "Mid Manhattan"
I believe saxophone player Sadao Watanabe also dealt with the style. Worth checking out is the stuff Herbie Hancock did with japanese vocalist Kamiko Kasai.
None of these sound like Cerrone though! :lol:
