I think they have always been there, the pattern in the vinyl depends on the actual music being cut, and since the break is usual very samey. You can see it clearly. However this applies to any type of music and on most 12" you can read the progress off the song by looking at the vinyl...
Some nerds (ehemm like me) can id many 12"s just by looking at the vinyl.
Those "banded" 12"s identifying breaks started, I think, in 1978. The first one coming to mind is "At Midnight" by T-Connection. I know AVI did a lot of this, don't know if they preceded TK or not.

Bedrock's classic "For what you dream of" from 1994 has 7 thick bands i.Ding the breaks almost the width of a fingernail
