Not sure if this is the song title, but it appears to be. It definitely has a '70's disco flavor to it. It is a male singer with a voice similar to Eddie Kendricks although I do not think it is him. The chorus says:

Hey baby, must I say it twice
Where have you been all of my life
But I've got plans for two
