It's 'Wikka Rap' by The Evasions, a British novelty hit from 1981 that was based on Tom Browne's 'Thighs High' and 'Funkin' For Jamaica', with Chic, Brothers Johnson & Parliament references thrown in to boot.
It came out here on Groove Records, which was a Soho import shop - and got a re-edit and issue in the US, courtesy of Jonathan Fearing (great boardsman - whatever happened to him?) and Sam Records.
The (very good) vocal impersonation was of Alan Wicker, a suave, idosyncratic and very lucky presenter who travelled around the planet throughout the '70s for his long-running TV show, 'Wicker's World'.
Though it was a pisstake, the Evasions record was pretty funky - and they followed it up with a less successful pastiche of Grandmaster Flash's 'The Message', called 'Jock's Rap (The Passage)' which was rapped in Scottish. :roll:
