Any time or place, an import?

Hi,
I've been trying everywhere to find the artist and title of this song. I think that the reason is because it might be an import. Some of the lyrics are not understandable but it does sound like the group might be 'Imagination' but I doubt it. I've left a soundclip at the link below. The intro is about 1 minute long, and the hook goes like this:
"Any time or place
