Of all of these listed, only Cool Edit Pro (with much experience and patience) and Waves Restoration Bundle can provide decent results. All the others will degrade the sound, often very obviously. Waves Restoration is expensive -- over $1100 Cnd last time I checked -- and is only a plug-in; you will still need a host program to run it in.
