Boiled down, what that article likely says is "ZOMG, SPOTIFY IS THE FUTURE!!!!1"
Essentially, it's a legal, centralized P2P system with a subscription model. Sort of like what they proposed Napster could be before the labels shut it down rather than cope with changing their business model. There's one key difference though: instead of downloading MP3s to your playback device, you stream them instead, like Youtube videos.
