Hello to Los Angeles. The girls are not singing ooh la la should tell I love but something in french like "ooh la la je t'taime i love you" and some more french in the next line. I googled for a matching lyrics-line, but didn't hit.....

Sounds very similar to Walking on Music by Peter Jaques Band. I'm sure this was released around the same time. 1979-1980

Good track but Please do not ignore the b-side, the ultrakitschy and ubercatchy "Sailor Boy"! People have been mad at me for me spinning it, they have not been able to get the damn thing out of their heads...
