What about the new laws some countries already have installed?
If a provider discovers that you are downloading pirate stuff, he can shut your internet connection down. A few days ago the "Pirate Bay" was ordered to close down in Holland.
And you are right by not installing fileshare software and torrents. A lot of viruses are spread that way.
