Late 90s Techno/House song - woman saying "Do you speak English?"

I remember hearing a techno/house type of song in the late 90s (around 1996-97) that included a woman saying "Do you speak English?" and "When I say go, scream really loud." The rest of the song was instrumental I think, except for the part where the woman says those things.

Shot in the dark, but does anyone here know the name of this song and the artist?
