Early 80's funk - Harmonica riff intro?

Hi folks. I've been looking for this song for probably about 25 years. I remember liking it as a kid but *never* heard it again -- until game 5 of the Bruins-Canes playoff series earlier this month. Thank god I had the PVR recording the game, so I was able to record this clip.

To hear it, you'll have to try to listen past the announcers.

It's upbeat, seems to be in the key of C (or C minor), and has this unmistakable riff that sounds like a harmonica.

I don't remember anything else about the song, whether it's a male or female singer, or what any of the lyrics are.

I'm really hoping someone can help me -- I'd love to know what this songs is.
