The song title is Apache. But I don't know the artist from your sample.

I think this is the original...

I thought it sounded familiar, it turns out to be the Rockets 1976 version of "Apache" which is good in the funky bits and bad in the rest of it!

I think I still prefer the Incredible Bongo Band version.
