There's one from 1981 by Hamilton Bohannon called Let's start to dance again. Lots of versions and remixes kicking around, so maybe the version you heard in 1988 is a different one to mine? I suggest you try searching "Let's start to dance again - Dr Perri Johnson Rap". Perri is the deep voice of "shimmy shimmy", Bohannon is a drummer! It also might turn out to be just a sample on a different track altogether. Hope this helps
You might also look around for songs using 'shimmy shimmy cocoa puffs or puff', as in the cereal. Looking on Wiki, they say it's actually a reference to drugs, cocaine sprinkled over marijuana. The reference could also date back to the doo-wop era. I see that Little Anthony & The Imperials did a track called 'shimmy shimmy coco bop'.
