It sounds like a instrumental version of the David Simmons-"Hard And Heavy" tune which was on his "Hear Me Out" lp On Fantasy Records from`78.

But i could be another artist with the same tune.Anyway the title is "Hard And Heavy".Hope this helps a little bit.

After Windjammer identified this I pulled the 12" to see if it had an instrumental B-side. Well, on the 12", "H & H" is the b-side. I couldn't understand when I heard your clip why I had overlooked such a hot song. Hearing David Simmons vocals reminded me. They didn't do it for me then and don't do it for me now. Hope you find the version you have in the clip.
