I'm guessing that it is George Kranz "Trommeltanz", otherwise known as "Din Daa Daa".

It's not Trommeltanz but thanks for trying.

The song I'm thinking of is a lot more up tempo. The instrumental part is the one I've tried to describe in my first post (as opposed to this song where it's a human voice). The instrumental part sounds like the synth used in Axel F, just a lot faster.

I'll try to hum a sample and put it up.
