I agree, it's definitely something Rodgers & Edwards produced, but it might not be a Chic track per say, it could be from someone else they produced - Sister Sledge, Diana, Norma Jean, etc. It doesn't sound like it's from any of the widely recognizable hits though,

You're right, it's not totally the same, so is it possible that the song wasn't sampled at all (I really doubt it, though)? Or is there another version or similar track on which this house tune was based on?

I'm inclined to agree with KoolChris and qdearl...
It's definitely a Edwards/Rogers sample. But taken from an obscure release. After all, they did recycle their riffs, quite a bit.
