The song I'm thinking of sounds more 80's than '99.

It's definitely not a techno/rave song.

Sorry to bring up Laid Back again but they really did make a song called "Elevator Boy" in 1983. It has an italo feel to it just like most of their early stuff had. I have no idea whether it was released worldwide though.
