The track is called "Let's Have A Party" by the Chicago-based group Maxx Traxx , released on their self-titled album from 1982 , on the independent Pulse Records.
This is great because that track has been quite rare for a long time in the collector's-scene of 80's boogiefunk , and it's cool that the hiphop-community gives props to this jam.
Another great thing is that the album has been re-issued on cd and vinyl by a company in my country. I remember once buying the original album for an astronomical price , lol.

The group released another rare album in the same year , called "Reachin' For It" , under the groupname of Third Rail.
This one mostly sells for big bucks on eBay , and a sound-clip of the title-track has also been posted on YouTube :
