The tune is Ivan--''Fotonovela'' (1984). The sample might be remix version, not original. I have only its original 12'' version from 1984.

I couldn't listen to the sample hut there's a french house track called

Frank Keller Junior - Vegas

This track is sampled on Fotonovela so it could be the one.

The mix where I have it from is dated around 84/85, so I guess it must be an older version...or a mash-up with another track (???)
Best is to start diggin for the song, maybe there's a 12" with a remix or altrernative version
