Any ideas what this is please? Sounds kind of in Level 42 sort of vein though I don't think it is them. The vocals are naggingly familiar but can't quite put my finger on who it is

Tried First Light & I Level and no titles seem to fit with the lyrics here. Anyone know any other Brit Funk bands from that era? Have had a look at Beggar & Co & Light Of The World but no joy with them..
