I use first of all MUSICMATCH Jukebox, under the file option there's a "convert" feature. You can convert WAV into MP3 (both CBR and VBR). You can easily download this program on www.musicmatch.com.
Another program (more technical I would say) is GOLDWAVE, you must download first of all the program from www.goldwave.com and then you have to download also the encoder for MP3 called RAZORLAME from http://www.dors.de/razorlame/
Believe me, it worths the download. GOLDWAVE is a full free option software. Ciao
