I'm assuming this is a "dream" at this point and you're just speculating...So, IF you haven't actually written the script and secured an agent...the "songs" on the soundtrack should be the least of your concerns.....BUT, I'd say millions would be spent to secure those exact titles...and even then you probably would have to substitute second choices in some cases.
It all depends on who owns the rights...if some are jointly owned by the same publisher/label maybe you could get a package deal. There are people at the studios who do nothing but secure the rights and place songs in movies....this is a BIG business. Also, unfortunately, it's usually the director who makes the first song choices...SO even if you wrote in your script that a certain song plays at a certain moment...IF the director or Miramax had other ideas...your song would be replaced with their choice.
I'm sorry...BUT that's the way it USUALLY goes. Paul Thomas Anderson titled his movie "Boogie Nights"--BUT because that song had been used in another movie that had been released a little earlier...Karyn Rachtman (I think) the person in charge of securing the licensing his movie...played him a tape of other choices. "Best Of My Love" by The Emotions was chosen....and was thrilling as the opening song, IMHO.
