Hmm, I don't quite think that an instrumental rock song with a few atonal electronic noises thrown in qualifies as "techno"... and if it does, The Tornadoes "Telstar" dates from 1962.
A lot of groups are said to be at the origin of Electro-Disco and Techno, like Kraftwerk and Telex but for me this is one of the pioneers: French experimental musician Pierre Henry, (very) originally recorded in 1967 :o

I don't know if this song could be classified as such, but Miss Toni Fisher's "The Big Hurt" from 1959 used that effect where it sounds like a rocket has blasted off. I know there's a proper term for it, but it was also used on Donna Summer's "On My Honor" (from Bad Girls).
