Hmmmm....I'm thinking perhaps it could be the song Panic by French Kiss. It starts out with tremendous sirens but the vocals are anything but deep-voiced....more like Anita Ward's chirping. One of my all-time favourites though!
OK all you DJs, the song would start with sirens going off, but its not Knock on Wood or You Dropped a bomb on Me. It went from sirens going off into a fast upbeat repeating tempo and then singing, I think a woman with deep voice.
Any help be appreciated, I guess I drank little too much when at club to remember artist, LOL.
Those were the days, nothing compares now to that era.

In reading the original post again, I don't remember any sirens in "Knock On Wood" although at the end, the horns wail down like a siren.
So in substituting horns for sirens, and adding in another part of your description of "fast upbeat repeating tempo", I am going to add in "Babe, We're Gonna Love Tonite" by Lime.

"those were the days, nothing new compares to that era now"....You said a MOUTHFULL bro. You know what else? If I'd known in advance that the good times wouldn't last, I would have enjoyed them EVEN MORE than I did. The worst part of it is, the only thing I have that's a solid reminder of those times is the records (I have incredible memories of the good times, but memories aren't solid). All the places (well, most) I partied in are gone or radically changed, and sadly, many of the people I partied with are gone also. All I have are the records.....
