That's not much to go on, so I'll just name every singer/group I can think of who had some sort of hit with a woman singing in French or Joual:
    70s
    Sylvie Vartan
    Regine
    Sheila (and B. Devotion)
    Saint Tropez

    80s
    Visage
    Gino Soccio
    Mitsou
    Celine Dion

    I have two possibilities:

Michele Bellhomme singing, "Casse Toi". Released in 1988, entirely in French.

    or

Claudia Phillips, "Cache Ta Joie". This is 1989, on Casablanca/Barclay (German, not USA).

Well, since you're not having much luck I'll mention these two. They're both by Madleen Kane: "Cherchez Pas", 1980 lp 'SOUNDS OF LOVE' and "Cheri", the title of her 1979 album.

The titles are probably the only French in the songs but "Cheri" is part of a medley:
    1) FORBIDDEN LOVE/FIRE IN YOUR HEART
    2) CHERI
    3) SECRET LOVE AFFAIR

If I had to choose, I'd go with this as the medley does contain a taste of the 'drama' of an Alec Costandinos song.

    Good luck on your hunt.

I would like to add my 2 bits to this thread. You mentioned that there might be some segments in English, right? Could you be looking for "Hold Me, Touch Me" by Carolyn Bernier?
    Thought it might help some!

    .

    .

"Fais moi danser" by Jane Manson pretty much fits your description as it's sung partly in french partly in english. This well produced, rich sounding c 126 bpm track was medium popular in French radio in 1978. It begins like a dramatic slowie, goes on a bit like that and then gets into gear and becomes a kicking disco stormer. Jane needs someone to dance with before she drowns herself in whisky. There's a big orchestra and a girl chorus too, hurrying you to pick her up. Could be the girl you're after.
