I'm trying to find out info about a late 80's song, kind of indutrial/techno with a robotic male voice that says "New York, New York", somewhere in it it mentions "Manhattan...Bronx", and it has a brief part with the melody of "New York New York" movie title track.

From descripton what comes to my mind first is ; Man Parrish -
HIP-HOP BE BOP. It uses an vocoder ( robot ) effect on male voice and calls the names of different American cyties. New York among others. If this is the case, this is NOT techno or industrial, it is one of hip hop classics, it can be equally sorted under electro/breakdance classics.

Yes, Man Parrish's track (Hip-Hop Be Pop) did say new york. This track was released in 1982 and is electro/breakdance. It did not release in 1989 and is not Techno or Industrial.
The track closer to 1989 circa that is Techno\Industrial singing "New York New York" would be by MCL.
