Listing every song ever recorded would be impossible, but collating published and recorded material is easier and more practical. There used to be a tome in the UK called the Music Master, which listed songs and all the artists who recorded them. I would guess this info was gleaned from authorities like the M.C.P.S. I've looked for on-line references to this book, but cannot find any, though I can't see any reason why it would be discontinued.

I would imagine that such a reference guide for, say, the U.S. would run into several volumes anually.

I remember these Music Master Catalogues very well. I'd say the equivalent of those today is the german made Biehlefelder catalalogs, which are published annually. Still not really complete, but they are as good as we're likely to get im afraid. Bear in mind that they mostly deal with jazz and classical music though.

Since i've been dealing with music library stuff for some, i've been in contact with many a reference book, but i must say i'm yet to find the ultimate reference source.
However these online are still worth checking out - sometimes combining the search results can do wonders :D

for general music reference: www.allmusic.com (obviously)
for disco music: www.discomusic.com/records-index
for electronic music: www.discogs.com
for hip-hop and sample id's: www.the-breaks.com
for references to music related articles: www.notam02.no/rojaro

also, even though http://discomusic.gemm.com is a really a buy / sell site, its still very comprensive (as they say: "if you can't finde it here - forget about it. That's actually 95% true  )
