A early house song from a T. Regisford mix

there are up to three tracks playing simultaneously:

the spoken bit "(hey you! . . . )" is the intro to One Step Beyond by Madness

the song itself (with the sung vocal) is One More Time by
Third World

there's also a third track that's primarily rhythm and bass - i'm assuming it's the dub version of something produced by Boyd Jarvis or in his style, but i can't identify it - there were dozens of records coming out of nyc around that time that sounded like it, like "Stimulation" by Stimulation.
