If it sounds kind of raggae-ish it could be Rich Girl by Louchie Lou & Michie One from 1993 on Fashion Records Catalog # VPRD 5221
This song was real big here in N.Y.C. back in 93-94 but i haven't heard it on the radio since.

Yes it's kind of reggae with a female vocal. Wow it's from '93. I've heard it quite a bit lately.

Must have missed it the first time around.

Yes they did do Shout (It Out) also in 1993 it was on FFRR records catalog # FX211
