Info i have written:

This song is played in the movie I.D (1995), an english hooligan movie. The song i uncredited in the end.

You can catch a few frases, but I have searched for the full song, via the frases, but haven´t found it.

What song is it and what artist?

The information I have got, is that it was in promos early 90:s on Australia channel 10. It could possibly be a song from PWL (Twins). And possible title is "give me one more chance".

Thank you for your help, this seems to be a very good song... a classic eurodisco from the best period.
