Old Skool Techno - Hendrix Sample?

From around 1991/1992, this pumping yet dark techno tune features the lyric "scuse me while I kiss the sky" during each break, then kicks off big time.

I'm guessing it's some Belgium outfit and I used to have it, but now can't remember the artist
