I'm sorry that I can't identify the track you posted BUT the original is:

(LP) IN CONTROL
PRODUCED BY FREDERICK KNIGHT

What you have is obviously a more up to date 'house' version.
It is not sampling the Controllers; just using the song as an inspiration.
